DEX 19 Software Changes
Euroclear are planning a new DEX release in November 2010. This software release will enable a new service which will allow clients to settle electronically Regulation S Category 3 ‘REG S’ securities; additionally Euroclear will not be required to register with the United States Securities and Exchange Commission (SEC).
Although this is not a major change, please note that the version numbers in the ‘Obsolete Version’ column in the table below will be removed from CREST, so any messages sent with these versions will be NAKd. As there are a number of messages with new versions being introduced and old versions being removed, the complete life cycle of a trade should be tested.
Although these changes have not yet been agreed by the SEC and confirmed by Euroclear, they have now been made in the Simulator and will be available for testing from 30th September.

DEX 19.1 Software Changes
In addition to the Regulation S securities settlement changes due to go live in November 2010, Euroclear have introduced some other DEX functionality and therefore version 19.1 of the DEX supersedes version 19.0. The changes have been implemented into the Simulator and are available to test.
Details of Changes
Euroclear have added new functionality relating to Bank of England Bills and Irish DBV classes. These changes are due to go LIVE along with the Regulation S Securities settlement changes in November 2010. All of the changes listed below are now LIVE within the Simulator. Bank of England Bills - BEB
The Bank of England has asked Euroclear to create a new MMI instrument called ‘Bank of England Bills’ to support it in its open market operations. This bill will require the introduction of:
Irish DBV classes
The current CREST system F10 (FTSE100) and F25 (FTSE250) security categories will no longer contain Irish stocks, whilst the new I10 and I25 categories will contain exclusively Irish stocks.
